A number of reddit users reported that Kangaskhan and Unown have started spawning outside of select European cities where the mini event is taking place, in a 40 km radius around the city center.
This should help European Trainers get their Kangaskhan and “EUROPE” Unowns a lot easier. According to The Silph Road, the event radius has been expanded to 40 km:
