As you can see, Electric Pokémon are by far your best option. If you are short on Electric types, Pokemon with Electric-type moves such has Attack Deoxys, Mew, Porygon-Z, Speed Deoxys are decent options.

Honestly, none of Gyarados’ move combinations are overly scary. The combination of Bite and Outrage shows as the highest “Time to Win”, however, none of the movesets cover the Electric types that you should be using. So there’s nothing to be concerned about.
