Trainers, a problem has been identified that occurred in some of the earliest time zones of the world, meaning that Shadow Lugia could not be defeated.
Once Shadow Lugia became enraged it could no longer be defeated, no matter the circumstances of the raid. Full lobbies of 20 of trainers reported that it was undefeatable. Once enraged Lugia would remain enraged and was not able to be subdued, and in some circumstances trainers reported that it would even regain HP.
Trainers in GMT +14 to +10 timezones who challenged Shadow Lugia while it could still become Enraged can now claim a Free Box containing Purified Gems and Premium Battle Passes from the in-app shop.

Trainers impacted in GMT+14 to GMT+10 time zone ranges, which stretches from Kiribati, to most of Australia and more, experienced this glitch during the first part of their raid weekend.
For now while Niantic attempt to fix this behind the scenes, they have confirmed a temporary workaround, and Shadow Lugia will not enter the Enraged state until further notice.
