Some of the texts here seem to conflict with Niantic’s terms of service involving multi accounts. These could just be their way of finding existing accounts. To me, it looks like you’ll be able to play until level 14 without linking your account to an email or social media account. The Pokéminers mentioned that it could mean you get boosted to level 15 if you link your guest account to your actual account.
Personally, I think this reads as you can play without signing in until level 14 and you won’t be able to apply avatar items, use adventure sync, or participate in events if you don’t sign up. It also looks like you’ll lose your progress if you close the game as well. We will have to see how this plays out. Either way, it looks like the guest account is severely restricted in what it can do.
