Pokémon GO Kyogre is a pure Water type Pokémon first discovered in the Hoenn region in Pokémon Ruby, Sapphire and Emerald. Kyogre has a Max CP of 4074, an ATK of 270, a DEF of 251 and a STA of 182, making it far better than the only other released Water type legendary so far, Suicune.
It is the box art legendary of Sapphire and part of the weather trio, the others of course being Groudon and Rayquaza. As a legendary, it does not evolve into or from any other Pokémon and is genderless.
Kyogre will be obtainable as a Level 5 raid boss likely as soon as Groudon disappears on January 15th, 2018. Related reading:

Kyogre in the Pokémon GO meta
Although Kyogre cannot be put into gyms as a defender, it is still very viable as an attacker for both gyms and raids. It is one of the best Water types in the game so far, notably better than the already established and popular Suicune, Gyarados, and Vaporeon, with STA being the only lower stat. What it lacks in STA it makes up with a much higher DEF. Overall, Kyogre’s stats are far better, and it has a higher max CP than the other popular water types, making a great water type choice for your team. It serves as a great semi-bulky powerhouse, much like Vaporeon.
As already explained in Analysis and ranking of the new Generation III Water and Ice Types, upon release Kyogre will be the strongest Water and Ice type in game, offering better performance, DPS and strength than all existing Pokémon. Do note that the following chart was made in the time when Kyogre still had Dragon Tail as a move in the Game Master file. Kyogre has only access to Waterfall as of January 5th, 2018.
As a pure Water type, it takes reduced damage from Fire, Steel, Ice and Water. Similarly, it takes super effective damage from Grass and Electric.
Kyogre moves and best movesets in Pokémon GO
Kyogre gets access to a pretty good move pool with some amazing coverage options.
- Waterfall Water (fast)
- Blizzard Ice (charge, 1 bar)
- Thunder Electric (charge, 1 bar)
- Hydro Pump Water (charge, 1 bar)
Waterfall and Hydro Pump offer dual stab power if that is what you prefer. Blizzard is a good option for coverage against Grass types, but since this Pokémon cannot be put as a gym defender, coverage is not as important.
Again, be careful of using Grass types against Blizzard Kyogre. Blizzard Kyogre is very scary.
Shiny Kyogre in Pokemon GO
While regular Kyogre is a deep ocean blue with red markings and a white underbelly, it’s shiny follows the prominent pattern of blue Pokémon turning pink. As a shiny, it ends up with all the blue on its body turning into a rich hot pink, though it keeps the red markings and the white underbelly.
